Darshak Carrier Parrot killed

A darshak carrier parrot was just killed in town center and it dropped a scroll. This is what the scroll says. Any ideas?

This kind of code seems almost exactly like the code used in the Kizmia island / Fat Alice / Rowl / Groar happenings some time ago. I don't recall what the decoding method was, but I'm sure someone nearby is fluent.

No people attempted to get it to talk it said nothing then people that were trying to keep it in a particular area bumped into it and it died and the scroll was dropped.

Well, I think the old Groar message was solved using a 5 x 5 letter grid. So a key would have to have 25 letters in it.

Vata solved the old cipher. Is he handy to solve this one? This time, I'd like to see how he solved it.

It was a cipher (obviously), and G R O W L was the key to the cipher. That's all I know about it, I'm afraid.

The only two capital letters are at the end.

The first two appear to be the same the third differs only in the last line, perhaps multiple copies where to be delivered to different people.

In lieu of any other ideas, I would suggest trying keywords involving the compass. The two capital letters "N" and "W" combine, oddly enough, into "NW", indicating "Northwest". Of course, I wouldn't suggest ignoring the other directions.

(A keyword for a 5x5 grid need not have 25 letters, as Odes suggests - Several methods include simply following with the rest of the alphabet, minus the letters that you used from your keyword, among others)

(No idea if this is right or not, but I'm sort of reminded of /parts from bard songs. It almost looks to me like the first two were too long for the CL message length, so they got cut off. Then the message was repeated, broken up into parts that were short enough. I've often had to do that with music. That might explain why the first three messages are exactly the same up to "xs," and the remaining part "nx cq nk rc n" starts the 4th segment. Then again, perhaps the repetition means something, too.)

Just a quick observation... there are only two 'u's, but many 'q's. I doubt that this will be solved just by rearranging the letters.
