High Level area with low defense, high health/troil monsters would be great at connecting the vast array of levels and encouraging whole community participation. Almost everyone should be able to tag, but the stronger people would be necessary to finish monsters off, and would still get at least some exp.
In a way it would serve as a more advanced jade noids. Pickup hunting accessibility would definitely be preferred.
